Description
The position of the Executive Director of the Maine Arts Commission is responsible for the strategic planning, direction, management, implementation, and evaluation of all agency operations, programs and services, and internal and external relations as set forth through policy and budget by members of the Maine Arts Commission. This position provides leadership to the arts industry in Maine; represents the agency, Commission, and the arts to governmental and legislative bodies, arts organizations, corporations, private foundations, the media, and the public; directs the administration of agency operations; and provides leadership to the personnel of the Maine Arts Commission. This position reports to the Maine Arts Commission, assists the Commission in setting public policy, and is responsible for the management of eight full-time employees in the agency.
Responsibilities
Needs Assessment/Strategic Planning: Provide leadership for internal/external needs assessment, including staff and technical support; identify financing and other resources for strategic planning; develop strategic planning protocols. Engage participants from civic, business, philanthropic, education, cultural, and human services sectors in strategic planning as appropriate. Assist Commission in strategic implementation of agency resources to achieve agency’s mission through the development of annual and multi-year plans. Agency operates in accordance with strategic plan developed with extensive input from the public.
Budget Administration and Fundraising: Analyze strategic plan to identify on annual, biennial, and multiyear basis financial resources, opportunities, and needs to meet plan objectives; develop budget strategies for meeting established goals; identify and develop public and private funding opportunities, including State of Maine Biennial Budget and federal grants; identify and monitor agency cost centers based on annual/biennial budget. Provide Committee on the Future and Commission at appropriate intervals with detailed financial information; develop with Committee on the Future appropriate financial management policies. Provide leadership to Commission and IAC Cultural Trust Administrative Board on fundraising strategies, benchmarks, and campaigns. Develop, manage, and analyze effectiveness of statewide fundraising campaign.
Resources Administration: Analyze agency’s human resources needs to achieve agency’s goals and objectives in an effective and efficient manner; analyze alignment of staffing with strategic plan’s measurable objectives and service delivery benchmarks; review job descriptions and staff responsibilities periodically to ensure appropriate deployment of staff. Monitor compliance with state and federal human resource law, regulations, and procedures; provide leadership to staff and monitor staff performance, including performance appraisals; hire dismiss, promote, demote and train staff as needed. Maintain agency personnel policy handbook; provide positive work environment for staff and volunteers.
Program Development: In concert with the Arts Policy and Program Director, analyze and develop, modify or eliminate agency programs and services in alignment with strategic plan implementation to foster community cultural development; develop comprehensive delivery system, including partnership development, collaborative initiative, and other providers.
Commission Relations: Analyze and develop effective communications with Commission, including timely delivery of meeting information and materials; develop appropriate background information for Commission evaluation and action. Assist Committee Chairmen with development of Committee meetings and resource materials as appropriate. Assist Commission Chairman with development of Quarterly Business Meetings and Executive Committee meetings and resource materials. Maintain and promote positive working relationship with state agencies, including the Governor’s Office, State Budget Agency, State Personnel Agency, and Department of Administration, and with local and federal agencies; maintain positive professional working relation with state, regional, and national cultural agencies, including, as appropriate, leadership roles; maintain and promote positive relationship with Maine statewide service agencies and partners, such as the Maine Alliance for Arts Education, Maine Philanthropy, etc. Conceptualize, develop, monitor, and evaluate effective strategies for promoting the arts to a general audience.
Knowledge, Abilities, and Skills Required
Knowledge of the arts and the arts industry of Maine, and national trends in the arts and education, public policy development and analysis, and community development theories and practices.
Extensive knowledge of the concepts and theories of the arts, marketing, public relations, communications, and executive management.
Extensive experience in volunteer management and board relations.
Extensive knowledge of principles and methodology used in the strategic planning, including the collection, analysis, projection, and presentation of data from field research; critical needs analysis; and resource identification and management.
Extensive knowledge of customer relations and surveying, program assessment, and evaluation.
Extensive knowledge of the principles and practices of federal, state, and local governmental entities, state and federal legislative processes, intergovernmental relationships, governmental financing, and federal grant management.
Extensive knowledge of theories and practices of journalism, marketing, media relations, print and electronic communications.
Knowledge of the Maine Arts Commission’s Policy Manual, Regional Partnership Initiative Policies, and other policy documents.
Knowledge of governmental accounting and budgeting, contract administration, and public administration.
Knowledge of supervisory and managerial principles and practices.
Knowledge of the principles and practices of nonprofit organizations, governance, fiscal operations, and management, including state and federal laws, regulations, policies, and rules pertaining to nonprofit organizations, community planning and programming, and public education.
Knowledge of basic statistical analysis and concepts.
Ability to provide leadership for the agency at the state, regional, and national level.
Ability to plan, evaluate, coordinate resources, and manage agency operations and staff, especially with limited staff and financial resources.
Ability to analyze complex planning and administration issues; determine their impact of agency operations, public image, and/or service delivery; and prescribe suitable course of action.
Ability to conceptualize, develop, and evaluate innovative ways to deliver programs and services to the citizens of Maine.
Ability to develop unprecedented solutions to problems associated with service delivery, community development, or agency policy decisions.
Excellent written and oral communication skills, demonstrating leadership ability, including diplomacy, negotiation, problem-solving, group facilitation, and coaching/mentoring skills; ability to communicate effectively orally and in writing. Ability to read, comprehend and develop complex technical written material.
Ability to develop and analyze fiscal reports and budgets.
Ability to direct and evaluate research, program development, and filed research.
Ability to establish and maintain effective working relationships with external and internal customers, agencies, and the general public.
Ability to build consensus with diverse publics, to facilitate development of partners and collaborations, and to build public consensus of IAC policies and programs.
Ability to provide effective leadership in a highly fluid environment.
Minimum Qualifications
A Bachelor’s degree in nonprofit management, arts administration, business administration or public administration, or closely related field and ten years experience in a progressive senior management position managing an agency division or department, including staffing, budget development and administration. Preference will be give to candidates with a Master’s degree in nonprofit management, arts administration, business administration or public administration, or closely related field.
